This functionality is open to anyone who has existing user permission to unlock an existing dashboard for editing, plus has the group System Admin permission Copy Widgets and Dashboards.

A user must have access to both these abilities (Edit Dashboard, Copy Widgets and Dashboards) to use this feature.
